Rent Assistance Programs

  • 211: You can call 211 to request to be added to their rent assistance waiting list or use their online database to search for rent assistance here. The rent assistance waiting list opens intermittently and fills up quickly, so if you can’t be added the first time you reach out, ask when the list will reopen and follow up then.

  • Community Action of Washington County: Families with incomes below 50% of the area median income ($56,400 for a family of four) with a non-payment notice from their landlord can apply for emergency rent assistance through Community Action. They screen for applicants twice a month: starting at 9:00 am by phone (call 503-615-0770) on the 8th of the month and 6:00 pm online on the 15th of the month (unless those days fall on a weekend, in which case applications open the following Monday). Spots fill up fast so we recommend calling/applying as soon as applications open.

  • Tualatin Valley Water District Bill Assistance: If you are experiencing an emergency hardship, have a past-due water bill, and have income at or below 60% of the median income ($5,356.83/month for a family of four) you may be eligible for bill assistance up to once a year. This program is in partnership with and administered by Community Action of Washington County. Learn more about eligibility and the application process here.

  • City of Beaverton Water Bill Assistance: Customers can apply for bill assistance through Community Action of Washington County here.

  • City of Tigard Water Bill Assistance: Customers on public assistance or with incomes at or below 185% of the federal poverty level ($4,823/month for a family of four) for at least 60 days with past-due bills may be eligible for assistance. This program is in partnership with and administered by Community Action of Washington County. Learn more about eligibility and the application process here.

  • City of Hillsboro Water Bill Assistance: Customers on public assistance or with incomes at or below 185% of the federal poverty level ($4,823/month for a family of four) for at least 60 days can apply for assistance with current or past-due bills. This program is in partnership with and administered by Community Action of Washington County, Centro Cultural, and Salvation Army. Learn more about eligibility and the application process here.
